The Rochester-Monroe Anti-Poverty Initiative (RMAPI) Unity Agenda embraces a three-part definition of mobility developed by the Urban Institute, a national nonprofit research organization. The three-part definition calls for not just economic success, but also power and autonomy, and dignity and belonging for all residents.
To inform decisions, priorities and measurement of progress toward this vision, RMAPI selected 36 Mobility Metrics and then chose 11 headline metrics to display in this Dashboard. These metrics draw from a set developed by the Urban Institute of measures that are supported by strong evidence of predictive relationships to mobility that can be influenced by local and state policies. In addition, RMAPI added measures that provide important dimensions to round out the picture. RMAPI and the broader community use these metrics to better understand the upward mobility challenge, to identify priorities for action, and to gauge progress.
